NADO considers banning athlete for 2 years for test refusal

A national anti-doping organization is considering banning an athlete for just two years for Evading, Refusing or Failing to Submit to Sample Collection - Article 2.3 in the World Anti-Doping Code. The normal length is four years.

A National Anti-Doping Organization (NADO) reported today that they have recommended that one athlete in that country to be suspended for two years for the evading. Since 2020 a total of 76 athletes has been suspended for violating article 2.3. 57 of these were given a 4 years suspension.

This NADO-recommendation may indicate that the athlete is young:

1) the athlete is young or considered a protected person. The definition in the code is that the athlete or other natural person who at the time of the anti-doping rule violation (i) has not reached the age of 16; (ii) has not reached the age of 18 and is not included in any Registered Testing Pool and has never competed in any International Competition in any open category; or (iii) for reasons other than age has determined to lack legal capacity under applicable national legislation.

Is there a story here?

The Anti-Doping Database was created to help journalists find stories on anti-doping. For this particular case, we believe the database could be used for this purpose:

Here are some facts:

  • In the Anti-Doping Database we have registered around 600 athletes who has violated this rule.
  • Since 2020 the total number of athletes suspended for this rule was 76.
  • Only 4 of the athletes banned were given a 2 year sanction.
  • 57 - were banned for 4 years.
  • 8 were banned for 3 years which indicates that the athlete admitted refusing to be tested.

Russia has the most banned athletes for article 2.3

Out of the around 600 athletes we have registered for violating the article, 68 were Russian athletes, 59 were Czech athletes and 56 came from the USA.

We have registered that out of the 600, 211 athletes has been suspended for 4 years; 231 were banned for 2 years. We believe the number of athletes banned for 4 years will eventually pass the number being given a two years suspension.
